It triggers on BOTH entry and attack, which is why the count grows instead of levelling off — a creature cast on turn three is still making Foundlings on turn nine. The scale climbs with the casting (1 on a Loth-cat, 5 on the Mudhorn Matriarch) and the three doublers multiply every number on the way out.

Levitate N is a cost: tap N untapped creature tokens you control. It is how the swarm pays for things green and white are not supposed to get — exile, destruction, graveyard recursion, and five spells castable for no mana at all. Every token tapped to levitate is a token not attacking this turn.
