Reminder card. The Bargain: each card names a price, and a bargain price is paid once and lasts for the rest of the game. It stays paid even if the permanent leaves the battlefield, and nothing gives it back.
This is NOT a sacrifice deck. A sacrifice spends a permanent; a bargain deletes a rule about YOU — a card type you may no longer cast, a window you may no longer act in, a search you may never make again. There is not one card in the ninety-nine that refunds a paid price.
The Voice: whenever a bargain price is paid, put a voice counter on Ursula's Nautilus Shell. Its controller spends those counters, and keeps them until someone takes the Shell. The ability you gave up is not destroyed, it is stored — and the Shell's last ability can be activated by ANY player, which makes taking your voice back a real objective on a real board.
