Sailor Moon — Moon Prism Power, Make Up!

Commanded by Usagi Tsukino, Sailor Moon, this Azorius (white/blue) 100-Card Commander Deck is set in Juban, Tokyo, where a late, lazy, tearful fourteen-year-old meets a black cat with a crescent moon on her forehead, receives a brooch and becomes the Guardian of the Moon. Her friends say their own words — Mercury, Mars, Jupiter, Venus — then come the Outer Guardians, the little girl from the future and the Starlights. Every episode has the same shape: an ordinary girl, the words, the transformation, and a monster that isn't killed but healed back into the teacher it used to be. The cast includes Ami, Rei, Makoto, Minako, Luna, Artemis, Chibiusa, Neptune, Saturn, Pluto, Helios, Neo-Queen Serenity and Sailor Galaxia.

• Make Up: word for word on sixteen creatures and on the brooch that grants it — "({cost}: This creature transforms. Activate only if it isn't transformed.)" A transformed creature stays transformed: the transformation counter is the deck's only custom counter. Each Guardian prints "When … transforms" or "As long as she's transformed" with familiar keywords — flying, first strike, double strike, lifelink, vigilance, ward.
• Usagi is the plan: Make Up {W}, a card whenever another creature you control transforms, and once transformed she has flying, lifelink and a tap ability that Purifies an opponent's creature — until your next turn it loses all abilities and has base power and toughness 1/1.
• Forty cards carry or read the mechanic: Minako drains on each transformation, Neo-Queen Serenity pumps every transformed creature, Princess Serenity offers a free transformation each combat, and Death Reborn Revolution, the only sweeper, destroys every creature that isn't transformed.

Why Azorius

White is healing and the team — the Moon heals, purifies and protects. Blue is the Moon itself and the other half of the girls — Mercury's computer, Neptune's mirror, Pluto's gate of time and Luna's lessons. Nobody kills in this deck. Two combos close the game: Chibiusa, Sailor Chibi Moon blinks Helios for unlimited mana, transformations, draws and drains, and the Cutie Moon Rod with Rainbow Moon Heartache and three artifact mana untaps without limit so Usagi Purifies the whole board. Sol Ring, Arcane Signet, Azorius Signet, Talisman of Progress and The Crisis Make Up Compact ramp; Luna's Lesson tutors; Moon Healing Escalation and Moon Tiara Action remove threats; Mercury Aqua Rhapsody and The Deep Aqua Mirror counter; Ami's Mercury Computer draws; Silence Wall protects.
