It works on ANYTHING, including your own board, on purpose: a 1/1 you infected yourself is a 4/4 you own, which is the exact logic the company uses on its own employees.
The virus is PUBLIC. Everybody can see the counters going on and count to three, and there is nothing to be done about the second one except kill their own creature first.
