Exactly equal. Not more, not less: a permanent worth one more will not pay for the spell, and neither will one worth one less. An overpayment is not generosity, it is a failed array. Mana value is read off the printed cost, so cost reducers change what a spell costs to CAST and never change what it costs to PAY.
