The Hunger Games — The Audience Pays

Commanded by Katniss Everdeen, the Mockingjay, this Selesnya (green/white) 100-Card Commander Deck is about a television programme and the revolution that grew out of it. Once a year twelve districts hand over one boy and one girl each, the Capitol locks them in an arena and films what follows, and the audience is allowed to help: a rich viewer pays, and a silver parachute floats down to the tribute he likes. Survival is for sale, and anybody can buy it. Then a girl from the poorest district refuses the ending, and the symbol on her collar starts turning up on walls.

• Sponsors: fifteen permanents carry Sponsor N, and nineteen more cards read it. Any player may pay N at instant speed to put a gift counter on target Tribute — opponents included, on your creatures included. Katniss pays them for it: whenever an opponent sponsors a Tribute, that player draws a card and you rally. Peeta Mellark, the Boy with the Bread drains each opponent whenever his side gets a gift, Haymitch Abernathy gives gifted Tributes hexproof, and Silver Parachute adds a gift and a card at instant speed.
• Tribute: Tribute is a creature type printed on eleven creatures. The Reaping makes every creature on the table a Tribute, so opponents buy survival for their own creatures with your Sponsor abilities — and you draw a card whenever a gifted Tribute of theirs dies.
• Rally: twenty-one cards rally and twelve more read it. A rebellion counter goes on a creature an opponent controls; it can't attack you, but it stays with its owner, still blocking and still attacking everyone else. When it leaves the battlefield or changes control, you create a 2/2 white Human Rebel. Gale Hawthorne sacrifices a Rebel to destroy a rallied creature, and Firebombing of District 12 rallies once for each opponent before it destroys all creatures.
• Two combos: Cinna, the Stylist drops Peeta's Sponsor {1} to {0} for an instant-speed drain loop, and Gale Hawthorne with Alma Coin, President of District 13 turns rallied creatures into Rebels one by one.

Why Selesnya

Green is the woods beyond the fence, a bow made by a dead father, the orchards of District 11, the tracker jacker nest and the bread — everything that keeps a family alive for one more winter. White is both of the orders that fight over her: the Capitol's lottery, parade and Head Gamemaker, and District 13's bunker where every schedule is stamped on a forearm. The Sponsor system itself is white: patronage, published rules, public generosity with a price on it. No blue, no black, no red: the deck never steals a creature and never brings one back, and the fire in this story always belongs to somebody else. The 35 lands are the places — the Seam, the Meadow, the Hob, the Training Center, District 13 and the Clock Arena.
