Keene Act (As this creature enters, put a badge or a warrant counter on it. With a badge it's registered: it has hexproof and can attack only players who attacked you since your last turn. With a warrant it's an outlaw: whenever it deals combat damage to a player, you draw a card, and any opponent may pay at instant speed to tap it.)

Whenever Edward Blake, the Comedian attacks, defending player sacrifices a creature.

When Edward Blake, the Comedian dies, carry out The Plan. (Each opponent gets a peace counter. Creatures a player with a peace counter controls can't attack. At the beginning of that player's end step, they remove a peace counter and draw a card.)
