Watchmen — Badge or Warrant

Commanded by the partners Rorschach, Walter Kovacs and Dr. Manhattan, Jon Osterman, this Esper (white/blue/black) 100-Card Commander Deck is set in another 1985: a law has forced every masked vigilante in the country to register with the government, retire or become a criminal. Almost all of them retired. Two registered. One refused. Then the smartest man in the world revealed his plan to stop a nuclear war by giving both sides a common enemy. The deck tells both halves of that story at once — the masks and the law that sorts them, and the Plan that buys everyone else's peace with your own pieces.

• Keene Act: printed on seventeen creatures, both commanders included. As the creature enters, put a badge or a warrant counter on it. With a badge it is registered: hexproof, but it can only attack players who attacked you since your last turn. With a warrant it is an outlaw: you draw a card whenever it deals combat damage to a player, and any opponent may pay {3} at instant speed to tap it. Rorschach can never take a badge and Dr. Manhattan never a warrant.
• The law, both ways: The Keene Act and Dr. Malcolm Long switch counters; Rorschach's Journal, The New Frontiersman and The Minutemen reward them. Detective Steve Fine and The Police Strike of 1977 put warrants on opposing creatures, so you are the one paying to tap them, and Mask Killer Theory draws a card for each of your outlaws.
• The Plan: printed on eleven cards. Each opponent gets a peace counter: creatures that player controls can't attack, and at their end step they remove one and draw a card. The price is always yours — Bubastis sacrifices your own creatures, Edward Blake, the Comedian and The Smiley Badge pay with your dead, The Squid Falls on New York destroys every creature. Adrian Veidt drains 1 per peace counter, Lady Trieu and Moloch the Mystic profit when counters come off.

Why Esper

White is the law — registration, the badge, an imposed peace. Blue is Manhattan and Veidt, the physicist who sees all of time and the strategist always one step ahead. Black is Rorschach and the Comedian, the man who never compromises and the man who laughs at everything. Under the Plan no one attacks, your registered creatures included: only outlaws still move. Two combos end the game: Bubastis with Pyramid Transnational and any other creature makes unbounded peace counters and Pyramid Agent tokens, and Adrian Veidt drains the table in one main phase; Dr. Manhattan, Laurie Juspeczyk, Silk Spectre II and Rorschach loop another Keene Act creature for unbounded drain. Sol Ring, Arcane Signet, Orzhov Signet, Veidt Enterprises and Nostalgia by Veidt ramp; The Crank File tutors; Unmade at the Particle Level, Removed from the Equation and Staged Assassination remove threats; Tachyon Interference counters; The Glass Palace on Mars keeps the cards flowing.
